Not quite, if you imagine a torus made out of a twisted pair... and then have each ring be at the right angle to the axis of the line it's encircling (circle being the best approximation of what we have here). That's about the inner rings; the outer rings being at weird angles against the inner... well, my intuition doesn't stretch that far. But the 250 holes in it is an impressive number - all of them have to be tight etc... wow, this is the weirdest contraption I've seen so far.

More the impressive if it works as expected.
