Universal Windows Apps can be WPF or HTML/JS.

I see no reason why an interpreted language can't be a standard, encapsulating and automating as many variabilities as possible under the hood. No reason why that cannot include HTML5 for UI so as not to reinvent that wheel (as was necessary in the old FP days when there was no such standard.)
