Via Cordova Plugin SQLite as the local data engine per se is available on hybrid Phonegap, Appcelerator or - as long as the previous WebSQL is supported in _Webview - there) and Nativescript, via mini-Mongo something similar for the NoSQL supporters and something like AlaSQL or a LinQ clone for other predilictions.
IMO the troubling part lies in replication, where I did not find anything with exchangable backends and across desktop, Android and iOS clients.

Offline Views as part of the runtime I did not come across.
