To expand on Sergey's point, 64-bit SQL Server can't load 32-bit drivers (ODBC or OLEDB): https://social.msdn.microsoft.com/Forums/sqlserver/en-US/388baa85-64bd-428a-bfc0-7d110a9492e9/connecting-64bit-pervasive-server-to-64bit-sql-server-via-32bit-pervasive-odbc-client-interface?forum=sqldataaccess

Apparently there is a Sybase 64-bit driver for VFP: https://social.msdn.microsoft.com/Forums/en-US/f9654e40-942a-46bb-9b03-e64e7bd97bbc/oledb-64-bit-driver-for-vfp?forum=visualfoxprogeneral

Earlier this month new ODBC drivers were announced here on the UT: https://www.levelextreme.com/ViewPageNewDownload.aspx?ID=38483 . The list doesn't include SQL Server but you could contact them, maybe they have one for that.
