Do you have the onscreen keyboard icon in your task tray? If that's not enabled you get no auto-keyboard. You can enable that from the task tray.
Note the keyboard *should* only pop up if no physical keyboard is attached (ie. in detached mode on a surface pro) or when you are explicitly touching into a field.
