Usually the complaint is that the authority is anti- rather than pro-religion. E.g. complaints re the "Bloody Mary" Southpark episode (in which a statue of Mary bleeds per rectum and apparently cures disease if you get the blood on you) were not upheld and exhibition of "Virgin in a Condom" (a 3-inch Catholic mass-produced plastic statue of Mary encased in a condom = an artwork apparently) in the Museum of New Zealand drew complaint that was not upheld. Re Hell Pizza, look at the second image here that also caused complaint that was not upheld.
