To build iOS apps you need a Mac in order to build anything to iOS. I'm not sure if a Hackintosh would even work given it's not an registered product and you need to be fully logged in order have an Apple developer account and Apple Id.

There are emulators you can look at, but frankly those emulators are not very accurate. The only reliable iOS representations are an actual device or the iOS emulator.

That said there are a few solutions out there that allow you to develop your apps in the cloud (or locally in some cases) that will build your app for you on Macs that are hosted on remote machines.

Adobe PhoneGap has a cloud solution for building Cordova solutions. Telerik Platform lets you build Cordova or NativeScript apps and build them in the cloud.

But - having tried most of these solutions, I can tell you that it's no substitute to having a Mac, building local and testing on a device. If you're on a budget I'd suggest buying a Mac Mini for $500 (or cheaper if you buy a used one) and using that to do your remote builds. You can just leave that running headless on the network. It's a much cheaper solution than laying out $2500 for a decked out Macbook Pro that you need if you want to do Windwos and Mac on hte same machine (as I did) :-)

Been doing that a bit with a few Cordova apps... for Cordova you can even use Visual Studio and the Apache Cordova Tools including remote builds on the Mac.
