I had expected things of such nature much earlier and more often. The trend in modern warfare, starting with WWII, seems to a) rising % of civilian casualities b) skewed distribution of death between the warring sides due to technology. As war is already asymmetrical, guerilla/terroroist actions in the homeland of the moreintustrialized belligerent seem to be one of the few ways for the poorer side to establish at least some measure o revenge on non-combatant population.

My guess is that Putin just took another way to put more pressure on the West, stimulating the trek of refugees further as Merkel has trouble after declaring welcome policy without any reservation. But there I am very uncertain, as Putin is hard to second-guess.
