The VFP IDE is not 100% standard "Windows", it uses some screen drawing techniques that are non-standard and are probably unique on a modern Windows computer. In some ways it's a stern test of the Windows display drivers.
The FOXUSER.* file renaming is simple to do and test, and easy to restore back if it turns out that's not the issue. I'd try that first.
Second, I'd look for updated video drivers. Third, the other things in my other posts.
None of the things I've suggested are destructive or damaging to your computer in any way. It's easier to try them out rather than to speculate in advance whether or not they may have an effect.
