Not sure the authors comment is rubbish - he seems to be saying the Belgium intel knows about the points the author made in the surrounding paragraphs but that it's a very complex problem. So what's wrong with that? He in essence is saying how complicated the situation is in tracking these terrorists - which I imagine is true. In any case, yes, it's written as a news article / opinion piece. Strip out the news-bite language and he makes a lot of points worth considering. He draws a very complicated picture with many aspects and I suspect that it is complex. And I agree with his conclusion which is that probably IS wants western troops on the ground in Syria/Iraq.
