Dad was in the Air Force and was stationed at Vandenberg AFB in the early 60s. The Base Commander at that time didn't like animals, especially if they were running free. This included cats. I still have vivid memories of cats being tethered to the clothes line so they could get 'outside' time and people walking their cats. You either had to train your cat to walk on a leash or not let them outside. If pets did get out and got picked up by MP's, you got to go explain to the Base Commander just WHY your pet was outside.
