http://www.thewindowsclub.com/windows-tile-color-changer-download>BUT I'm not sure at all what kind of software it is :-)
I wanted to try this solution, but when I right click in WE to go to the New context menu, the only option it offered was 'New Folder' :( Where is the 'New file' option in the context menu?
Also, I tried using that solution (with XML file as is) and it didn't work for me.
If it's not broken, fix it until it is.
