As John says, such a terroristic organization could only gain traction if there is fertile soil to grow. Again take Ireland for example. Its poverty and hopelessness that are fertile grounds. Only, If you give them something they don't want to lose (often economical, social gains) you're able to weed out the evil roots of terrorism.

As for who's fault it is... is a difficult question. The western world certainly is not without blame. But the real question is how to build up a peaceful and successful middle east. The answer goes well beyond just a military defeat. You'll have to give them hope and something live for (rather than die). That is not necessary money that needs to come out of our pockets.
