As much as you cannot stop each mass shootings by reducing the availability of the gun, you can reduce it if you take the soil away.

On how?... It will be as difficult as eliminating the getto's in e.g. NYC, Paris or Brussels. There isn't a single answer. It needs to be a combination of education, making neighborhoods more livable, law enforcement and creating opportunity for the young. Will it cost money? Yes it will ... but if successful, it will save in the long run.

Believe me, we have our share of problems with immigrants, especially Moroccan youth. few have radicalized and went to Syria to fight with IS. OTOH, the problems with Moroccans are very similar to from immigrants from Netherlands Antilles. The latter are even slightly more represented in street terror and other crimes and certainly not Muslim.

The problem of both groups is more related to difference in culture rather than religion. In this case hopelessness drives people to situations where religion is used as an excuse. Most never lived their lives according the Quran and never will.
