At some point it was the business of the US. There's still that photo of Saddam and Rumsfeld shaking hands when these weapons were sold. But that was when he was still the good guy, because he was needed to fight Iran. It was assumed that he still had them.

These days I'm frequently seeing statistics that in its history, the USA was not involved in any wars for whole 17 years.
