Uhhh, nope. That will leave you wide open to anybody spouting good stuff to get to power - and either have been lying from start or later changing his mind.
Seeing the ease of current admininstrations have to implement policies against the current laws and/or wishes the their respective populations (Maastricht, Dublin, Schengen), I am even more in favour of direct approaches like the swiss practice - in full knowledge of the fact that vox populi will utter and sometimes implement strange wishes in the process.
Checks and Balances seem to slip in the last decades. Do not revive Führer principle.
