Sounds good in the abstract but:
-Who decides what to train and who trains whom?
Didn't work in Vietnam, Afghanistan nor Iraq.
It worked in South Korea because there was a united population with a background in democracy ready to throw support behind an elected leader.

The Marshall Plan gets deserved praise, but what the US and its allies did in South Korea was truly awesome.
Look at some pictures of Seoul in 1951 after the Chinese had devastated it and look at it now.
The South Koreans are very aware of this. When I play golf with people from South Korea, they usually ask if I was a GI and when I hear that I was, they bow.
Truman and Ike get the credit- and they should -but there were Brits, Aussies, Turks, Colombians and others there.
Next time you use a Samsung phone or TV, thank them.
