Turns out that there IS descriptive text for the field -- it only appears when the field is EMPTY and focus is NOT on the field (found out by hitting TAB without entering anything in the Username field -- focus moved to the Password field and the descriptive text "Password" disappeared, while the descriptive text "Username" appeared in the username field). As Craig stated, probably needs changing as it could be confusing.
