NASA in the '60s went from zilch to a moon landing, without the help of computerized controls, modern materials etc. They took more risks than SpaceX does today.
Post-Apollo NASA's funding was cut dramatically and to a large extent they went into survival mode. The Shuttle program was the next big thing but after the
Challenger disaster they became very risk-averse. That function has now been largely farmed out to the private sector (and the Russians, who from the POV of the US may or may not be considered "private sector").
