I declare the New Rule of Ryan # 3: any article with "Obama Lied" in its URL, either willfully or through ignorance misrepresents what happened in eagerness to land a cow pat on the President.

In this case, clear as day:

The Centers for Medicare and Medicaid Services confirmed to FoxNews.com on Monday that 471,000 customers with 2015 coverage failed to produce proper documentation on their citizenship or immigration status on time – but stressed that this does not necessarily mean they’re ineligible.

“Lack of verification does not mean an individual is ineligible for financial assistance, but only that a Marketplace did not receive sufficient information to verify eligibility in the time period outlined in the law,” CMS spokesman Aaron Albright said...

The 500,000 individuals in question have been removed from coverage, according to the findings, as the government seeks to get the money back.

IOW people signed up for insurance and then failed to produce the required paperwork as required by law. As Rule of Ryan # 2 says: consider the alternative. Imagine if the website had refused to allow insurance unless the correct paperwork was loaded. "Mother Theresa killed by lying President!" the partisan headlines would have screamed every time an overworked applicant struggled to find her birth certificate in amongst her 3 jobs and kids to feed.
"... They ne'er cared for us
yet: suffer us to famish, and their store-houses
crammed with grain; make edicts for usury, to
support usurers; repeal daily any wholesome act
established against the rich, and provide more
piercing statutes daily, to chain up and restrain
the poor. If the wars eat us not up, they will; and
there's all the love they bear us.
"
-- Shakespeare: Coriolanus, Act 1, scene 1
