My experience is that people who behave incompetently either are, in which case they make you look incompetent too, or they are well-practiced at converting their lack of performance into fault by you. The specter of additional $ causes some to buck up their act and the others are quietly grateful that somebody- anybody- is prepared to take responsibility. Whereas if you just keep asking, it'll end up as your black eye every time.
