When Maryland implemented its millionaire tax, hoping to increase revenue, it actually lost money because the millionaires moved to other states that did not have a millionaire's tax. The millionaires did not have to move out of the country.

Millionaires are fighting over Manhattan condos costing upwards of $20million.
There must be more to the decision of where to live than the tax rate.
Most states are rethinking corporate tax incentives. Basically all states give them so the net effect is a reduction in tax levies countrywide.
Anyone who does not go overboard- deserves to.
