while that is certainly true, german equivalent of IRS has special rules for VAT for building contract work: unless the contactor shows a waiver document from IRS the owner ows the VAT, while in all other areas the contractor is the one saddled with the task of calculating and paying VAT... Building contract companies are "special" not only in the high percentage of illegals found ;-)
