Trouble is that Chad goes out of business when Brad (the non-standup guy) hires illegals and offers prices that Chad cannot match.

There's a reason why vegetables and construction (apart from in New Jersey) has been so much cheaper in the US than Europe or the Antipodes. A big part is that your illegal immigrants tend to work hard for pennies without any benefits. Europe has a different challenge and it's too difficult for impoverished illegals who want to work to get to the Antipodes.

Believe it or not, the ACA helps create an opportunity to legalize Chad's and Brad's workers for the benefit of the nation- since they almost certainly are God-fearing family men with all the makings of fine citizens and taxpayers. It does mean your artificially low costs will normalize because of pesky government interference including minimum wages and compulsory schooling and the obligation to help fund your Medicare, but you can't have your cake and eat it too and price rises are inevitable no matter how the illegal issue is addressed.
