But if you carry a few grand in your car (because you just sold the other car or are off to buy one) you may lose them in a civil forfeiture scam. Or, as happened to me, you may not be allowed to use your card in your own country because it's on FICA list (which it wasn't, since 2006, signed by GW2B, but my credit union wasn't informed).
There are laws for the rest of us and then there are rules for banks.
