I found that this bug is not related to PEM or Debugger opened. It seems to be happening often in my Windows 10 VFP9 with latest hotfixes.

I open a form and when I try to navigate to another method, it takes a very long time and the mouse pointer turns to HourGlasses.
If it's not broken, fix it until it is.
