Ok - then something else has the file open or you don't have correct access on the server. Do you have full control of the folder? And if so - then I'd assume either another user has a hold of the file too, or the anti-virus software maybe has a hold of it. One of the problems with VFP tables is that you have to have exclusive use of the table to do reindexing and packing - so none of the users can have a hold of the table.
This little tool has been quite handy for me...http://download.cnet.com/Unlocker/3000-2248_4-10493998.html It will tell you what has the file open. Depending upon how the server is setup with shares and such you can probably find out what user has it open too.
