No, for basically forever we've been able to create new forum (not private) messages either to All (the default) or to a specific member. It's the latter function that seems to have vanished.

If you look at the image of my original post, I expected the message I was composing to be addressed to KG (although viewable by all). Instead, it was addressed to All.
