For VFP I have used Codebook and an extension of Codebook, Visual FoxExpress. I find them both to be quite suitable. I have not used Visual ProMatrix, but hear very good things about it.

What I suggest is to purchase a framework, and them modify it suit your needs. We actually created our own *psuedo* framework, once we became familiar with some of the more popular ones. Not quite ready for commercial marketing yet, though... :)
