And your final output would be what, pdf, html or what?

I'm not sure there's any reporting engine out there which would do this. Perhaps Srđan's Report Sculptor at www.report-sculptor.com, as he allows for a very mixed input (and even though he's a friend of mine, I've never tried the thing, because I simply don't need to do reports).

Your other solution is to cook up your own html reporting and just insert the html from that memo in it, i.e. use html as both input output and in between. It's not that hard to do, but it's time consuming and not wisywig at all.
