Why it has to be FRX ?
In context of RS, frx is just one way of producing report content.
As per your design your frx report could be easily rebuilt as form. FRX or SCX does it really matter ?
You run one or the other more less the same manner.
So your only challenge would be to feed OLE (browser) control with HTML from memo.
For someone like you that should be trivial task :-)
