Should be possible using the COM Fax API (https://msdn.microsoft.com/en-us/library/windows/desktop/ms684501(v=vs.85).aspx). See the Fax Service Client API.
Not much sample code around though :-{

There are also a few third-party .NET apis but may be expensive.

Another, simpler, option might be to use a commercial fax to email/ email for fax service
