if you dont know advanced graphics can do manually things as
1-build this image as template in mspaint (or other soft).it have all capabilities to do that
keep this image as template and can tweek it if any change.save as...all images formats.
2-can build a web template (changeable) and run in any navigator and apply context menu: save As image...
the data can be changed on textboxes on a form and then build the web html page
3-build simply a form and make all texts as your image (labels,logos,fonts....) +capture+save as...

if you know how to work with gdiplus or gdiplusX
4-use vfp9 native gdilus.vcx to build an image as wanted-export to any image format.
5-use gdiplusX for exactly same puropose.

if you know working with APIs can visit this link and customize+capture the form (ALT+PRTSREEN) and paste
in mspaint+save as...
