a jpeg/bmp is a bitmap. There is no text in it. Just pixels that are ordered like letters. It would need an OCR the (re)create letters from the bitmap. If you got this you might alter the text - but then you have to erase the old pixels and paint new ones.

If you use paint.exe and insert text, it colors the pixels so that they appear like letters - but once placed you can not alter them any more.
Simply open paint.exe. All what you can do there you can do with VFP too (with GDI+, no need for third party tool, btw.) Possibly a bit more, but again there is no text in it to edit.
