It turns out that I was wrong, it's still there, but not so intuitive as it used to be. This is how:
1. Click the dotted rectangle (Tools, upper left icon)
2. Mark the text you want to change with the mouse, and press Delete
3. Shift-drag the Callout icon to where you want the new text to appear
4. Add the new text
