And it's pretty much required for launches that use a lot of fuel (so there's not much left to manoeuvre the rocket).
As for moving target, have you seen video of the other landings/attempts? It comes in so fast there's not much time for the barge to move. Z-axis might be the hardest to deal with but I imagine they don't launch unless weather conditions at the barge are reasonable (no huge swells).
