Per http://fox.wikis.com/wc.dll?Wiki~VFPFunctionOS~WIN_COM_API , looks like OS( 11 ) returning 2 or 3.

Not in that list, but Server 2012 R2 OS( 11 ) returns 3.

I don't know what gets returned if a VFP app is run in compatibility mode for an earlier version of Windows (e.g. Windows 7), if that's important to you.
