depends how you store the picture file
there is something called oleboundcontrol on the report controls. You can use a filename as input to it, or an expression that points to a file (for all I remember) - you need the file either attached to the project or in path.

I do not use it because of poor scaling, I rather paint my pics with report listener and GDI+, so the use of OLE Bound is something I can not tell you to much about.
