It is allways nice to now the version of Installshield you use, for instance.

google 6017 installshield, it's something with COM registration and ISRegSpy.exe.

Possibly you have set up something wrong. If the project is simple, try from scratch.
You might run two instances, yours and a plain new, and compare line by line.

That's all I can tell you I still use ISD by my knowledge of it is more or less how to create a new version.
