In fairness, Goff's citation does exhibit common sense and statement of the obvious- that XX or XY are a binary sex state needed for perpetuation of the species. Other known variants like XYY or testicular feminization are recognized problems in human design, but do not represent third or additional sexes. The citation also observes that gender, meaning identification of sex, does not trump the biological sex with which a child is blessed.

FWIW, "Gender Dysphoria" is a recognized psychological condition in the latest DSM5 (manual of psych classification) with most kids eventually correctly identifying with their biological sex. Testicular feminization does present certain gender challenges (worth googling) but creation of additional genders and furor does seem likely to risk confusion for the vast majority of XX/XY kids at a vulnerable time of their lives when fleeting homosexual urges may be normal, and is at best an experiment on the young.

Also there are separate reports of sexual abuse victims begging that access to female toilets not be set by gender identity but by biological sex, the position being that abusers could (and already are) declaring false gender identity to gain access to potential victims. Which also seems like common sense. The realistic scenario of an abuser claiming female identity to lurk in a female toilet used by little girls who ought to be safe in their own facilities, is chilling.

Certainly it's true that schools need a zero tolerance bullying policy and all kids need to be aware of severe consequences for aggressive behavior towards or (in particular) coordinated online bullying of effeminate boys or small/uncoordinated/slow/spectacled kids of either sex or anybody whose "crime" is to be different and/or vulnerable. Nothing new here: bullying is an age-old phenomenon with the best and worst of our generations having been exposed to it. Bullying without consequence always has led to horror stories, the issue in the information age is that it's easier to be an anonymous bully or to exert cruelty that never has been tolerated in person. But creating a picklist of genders is unlikely to be the solution.
