It's not that tricky to enter the wrong door. With or without such law. If somebody is willing to act he will not be stoped by such law. So this is no reason at all.
I had some success acting as female at carnival in my youth, and I guess to enter the womans restroom would have been the least problem. I've avoided it - because I had access to the employees one. Queue to long, room in general much more trashed then mens restroom and this was on the days of the black wall in mens restroom. Shudder.
