In general, I agree with the idea, but I'd qualify what you said- just a little bit.

I'd say it should be a fundamental right to have the opportunity to receive an education, given some effort.

I see the education process as having two purposes, in order of importance:
-Selecting out those people who can meet standards
-Imparting knowledge.
