John, I have this issue as well. It is a bug in VFP.

Open a form.
Open a method code window.
Scroll down so that the vertical scroll button is not at the top.
Try and click the scroll button in the vertical scroll bar.
Scroll button jumps to a higher or lower location and so moves the code in the window too.

I have seen this reported here before as well by others.
