I would get something like that from time to time long ago in the VFP5/6 days. What seemed to set it off for me was using the mouse scroll wheel to move up/down in code, then click on the scroll bar to try to go up or down one screenful. That could cause things to bounce around unpredictably.
With VFP9 and modern mice and mouse utilities I can't recall seeing that behaviour.
I do take pains to make sure hardware drivers (mouse, display etc.) are exactly correct and up-to-date, it might be worth checking your system.
