Not that this is a problem unique to ATI cards. Any video cards can have a bad driver, and many do. Have to mention that...ATI is a Canadian company, eh!
Also, I would think that this type of problem could easily be the video card driver. The quick test is to run standard SVGA or VGA drivers and see if that fixes the problem. If it does, get newer video drivers for whatever card you have.
