Unorthodox as it seems, it may still be doable, but not as a menu. You'd have to invent a form of appropriate properties, then put buttons on it (wide and low), and handle the hotkeys (easy with buttons) and keyboard navigations (also not too hard, but may take some time)... sounds like a fun little project.
