I didn't say "smarter"; I said more knowledgeable. I suspect Congress is a mixed bag in terms of intelligence and knowledge. But there's no question in my mind that it's a lot easier for 535 people and/or their staffs to attain deep knowledge on a number of different issues than it is for 240 million adults to have that kind of knowledge.
As for looking out for the voter's best interests, that's a mixed bag, too. Our system, which requires raising crazy amounts of money, makes it really easy for elected officials to focus too much on getting re-elected and not enough on the people's business.
