I think the exiters voted for it for a variety of reasons.

The anti immigration camp may now be wondering what they voted for as it seems immigration is still on the table.
Also the supposed 350 million going to the NHS seems to have evaporated.

The whole thing is a mess. There never should have been a referendum.
