Unfortunately, the DCOM distribution on the VS CD, and on Microsoft's download page, is for 95 and 98 only; SP3 contained the DCOM for NT. Try reinstalling SP3 (or install SP4), and then go out to Microsoft's web page for IE4 updates (http://www.microsoft.com/ie/ie40/download/cdf/iechannl.htm
