Of course! In spite of its historical "jacobinisme" (harsh republican centralisation), the current state of "emergency" in France is, at the current junction, still highly under control... Not in full control of the judiciary since it (the judiciary), has devolved part of its activity to the state apparatus ie the special police forces in charge of terrorism. But the state itself is built on highly independent "fonctionnaires", including police staff, who are extremely difficult to handle and control...
The members of the "public administration" are fiercely independent and cannot be removed except for the very top positions. Any action by government authorities to challenge their actions would cause the free-speaking press to react in a very rough manner quite unknown in the Turkey of to-day.
What happens in Turkey is alas quite different on all accounts. Not at all pleased to say that:(
